Taft states his and President Roosevelt’s opposition to “a resolution calling for a reduction of Southern representation. I see no reason why we should prod the South with any such futile threat. Booker Washington and many other negro leaders have assured me of their opposition to the plank on the ground that it will not benefit their race …”.
