Brinley was a socially prominent Philadelphia businessman and civic leader. Written at a time when the electorate was expanding and women were struggling to gain the right to vote, Brinley's pamphlet outlines a series of practical steps to educate voters and future voters. Though Brinley is free of overt bias, it is clear that he believed that a body of educated voters would bring an end to machine politics.
