Franklin Dewey Richards was a member of the Quorum of the Twelve Apostles of The Church of Jesus Christ of Latter-day Saints from 1849 until his death in 1899. Shortly after his call as a member of the Twelve, Richards went to England where he served as president of the British Mission and next as president of the European Mission, still directly presiding over missionaries in Britain but also supervising the mission presidents in other parts of Europe. At this time, Richards also became editor of the Millennial Star and director of the Perpetual Emigrating Fund's operations in Europe.
