Front cover of binder is labeled Utah State Building Board. Pairs of 8 x 10 in. black and white photos are placed back to back in mylar sleeves, interleaved with black paper. One loose photo is laid in. Mostly city views with a few mining and railroad shots. The original images are from late 19th century..
