Guevara was at that time in Punta del Este, Uruguay, for the Economic and Social Inter-American Conference. The Cuban leader gave a speech opposing US President Kennedy's "Alliance for Progress" proposal, which Guevara believed to be a plan to subjugate Cuba to US economic interests.
