En febrero de 1996, el artista Fernando García Delgado dio inicio a un proyecto participativo a partir de la edición de la publicación Vórtice. Este proyecto, denominado Vórtice Argentina, recogía una buena parte de las experiencias de los últimos 30 años en la vanguardia argentina; adoptó diversas formas e ingresó a la red mundial del Arte Correo, así como a la Poesía Visual y el Libro de Artista. Fue generando nuevas ideas y desarrolló otros proyectos, desde estampillas, postales, publicaciones periódicas, libros de artista, objetos y obras gráficas, hasta la organización de diversas convocatorias internacionales. .
