In the first document, President Polk relates to Congress the claims of the Oregon settlers concerning Indian hostilities. Polk mentions that the settlers have found themselves in the midst of some powerful Indian tribes, who have recently “raised the war whoop, and crimsoned their tomahawks with the blood of their citizens.” The president urges that Congress authorize a Territorial Government be set up, and that adequate resources be raised for protection. 30th Congress 1st session Senate document number 47. The second pamphlet simply requests payment for expenses incurred by the provisional government in the Cayuse War. They claimed that because the U.S. Government couldn’t be reached in time to protect Americans, they had to set up a volunteer army. They were asking for $87,230 in payment, and includes a list of what is owed to various people. 31st Congress 2nd session Senate document number 29.
