Pamphlet format, small foilio, disbound, 643-646 pp. Some darkening, aging and minor foxing; otherwise very good. While only three pages, this act focuses on the important subject of the regulation of tobacco production. It seems the primary goal was to prevent the mixing of other substances with tobacco in the product sold to the public, and prevent any abuses in the making and mixing of snuff.
