Relatively scarce item (OCLC locates two copies) on political corruption in New York City. Eaton (1823-1899) was born in Vermont and became a lawyer and noted civil service reformer. He appears to have given up his legal practice to became a full time civil service reformer, and actually toured Europe in the 1870s to study the subject. Eaton had strong views on how corrupt New York City politics had become, he went as far as to say that "New York City Parties Debase Themselves," but he also provides ideas on how to make city government simpler and gives suggestions on how to fix it.
