David Addison Noble (1802-1876) was born in Massachusetts, and would become a politician and judge. He was elected to the House in 1854 from the state of Michigan, but served for only one term. The current title discusses a plan to place tonnage duties on river freight to raise money to improve rivers and harbors. This is a somewhat scarce title, as the OCLC locates four copies . OCLC
