His chief argument was that while diplomats are immune from a host state's criminal jurisdiction, they are not necessarily immune from its civil jurisdiction. This challenged prevailing thought at the time. For centuries after its publication, the work remained "the great Canon" of its field. It is considered a fundamental text on the development of international law related to diplomatic relations.
