Edward Everett (1794-1865) was a senator when he made this speech. The Central American Treaty was with Mexico, and addressed some outstanding issues that lingered after the Mexican American War. The treaty would result in payment of about $10 million to Mexico for lands that would become part of Arizona and New Mexico.
