The book is described as "a stream-of-unconsciousness satirical view of our country's most unloved bureaucracy," with a protagonist who is "a sort of pathetic Americanized Cloisseau [I think they mean "Clouseau," as in Inspector] [who] stumbles in and out of one moronic misadventure after another." (Someday somebody should do a bibliography of self-published angry-man rage-against-the-system novels, of which this is a primo example.) .
