Phelps (1814-1886) was a Civil War hero, and would become the governor of the State of Missouri. Thi bill grants the state of Missouri the right of way and a portion of the public lands, to aid in the construction of a railroad from Saint Joseph to Hannibal, and from St. Louis to the western line of the state. A scarce title, and still early for a railroad item.
